Phenomenal Management Partners, a dba of Phenomenal Media Productions, LLC, is a minority, woman-owned small business specializing in administrative management, training, and business development support to Historically Black Colleges and Universities (HBCUs) and other Minority Serving Institutions (MSIs) that provide research and development engineering services to the federal government.
Our contract acquisition and management team identifies technology research and development needs of federal government agencies. We match those opportunities with the capabilities of academic institutions and technology-based companies that want to contract with the government. We execute contracts and seek partners to deliver services.

PMP delivers training designed to help HBCUs understand government contracting programs. The focus on preparing administrators, faculty, and students for participating in federal contracting opportunities with prime contractors and other academic institutions. Training modules teach everything a novice needs to know, from understanding the Federal Acquisition Regulation (FAR) to best practices. The course material includes knowledge assessments for each lesson to enhance the learning experience, along with forms and templates to use.

PMP connects small businesses, academia and other non-traditional contractors with the Department of Defense through Other Transaction Authority (OTA) opportunities. OTAs refer to a type of procurement that DoD uses for acquiring basic, applied, or advanced research and prototype projects when it is determined to be in the government's best interest to enter into an agreement that is not a contract, grant, or cooperative agreement.
